The title and your description states "indicator lamps". A lamp would suggest the bulb itself. Your part number, 71146-94, is for a dash indicator lens. You stated "the old ones are getting hard to see and are starting to get brittle and crack". It suggests multiple ones which would be the bulbs but bulbs don't get brittle and crack. The plastic lens would and there is only one of them. Are you just looking for a new lens (pictured)?
I went back and checked the Harley part # and description. Harley refers to it as "lens, indicator lamps". But yes, you are correct, it is the item in your pic.

hi, I've replaced my headlight & tail lights to led, the parts i got, have built-in indicators in both units & have cleaned up the idiot lights that hung off it,i got them on wish.com & apart from the lack of Chrome headlight shell, they work, a lot of bikes here now have the 2eye tail lights i got & they are bright No indicators dangling off my bike
The OP doesn't need the bulbs. He needs the lens that covers the bulbs. For the record, though, the bulbs are replaceable on the '99 Softail Custom. If the assembly will be open to replace the lens, it would be worthwhile to consider replacing the bulbs with LEDs while there, as RANGER73 suggested.
I agree, describing the part as "Lens, indicator lamps" could be confusing. The part is the lens that covers the indicator lamps.
I just spent 20 minutes searching for part 71146-94. It appears to be obsolete but you are talking about a part that is over 20 years old. The only way to get it would be to purchase a dash that includes the lens. It would be a more expensive replacement but, if you really want the part, you're between a rock and a hard place.
The only, and I mean only, part I could find that included the lens, or appears to include the lens, is a dash that is compatible with the '99 Softail Custom. It is on eBay. The cost is $42.00 + $15 shipping which is really not that bad if all you want is the lens. It isn't breaking the bank. The listing states 2 available.
The picture shown with the part appears to include the lens. You can always contact the seller to confirm. Here is the eBay listing.
Good luck. It sucks when you have to replace parts on an older bike and they are difficult, at best, to replace if at all possible.
I looked at that item on Ebay and agree, it is going to be my best
bet. Even if all I need is the lens cover, I can use the rest for
target practice.
