If you are just going to put on pipes on your 08...you do not need any type of fuel management system
Well from dealing with sportbikes I have always known this to not be true. If you went full aftermarket exhaust you needed something to balance the fuel/air mix (jetting the bike or adding a PC). I could be wrong but I can't see a Harley being different.I know if I went to a full setup I would add a PC or such.
Just put the Fuelmoto pkg on wifes 09 Heritage. Rush 2.0 slipons, A/C and pcV. very quick install, sounds great and no decel popping, etc. I added the pcv and AC due to the heat issue. Also added the same to my road king. did all Friday am. both took less than 2 hours total to install.
I just put SEIIs on my 09. When I got the Sporty (an 07) I put Rush Slipons on it and ran with just the slipons, no other mods, for 19K and amost 2 years. I had no problems. Now, the dealer is telling me all kinds of horror stories about how I've already (in 3 days time) ruined my engine, and that my mufflers are going to turn a funny shade of yellow because I only changed the mufflers. Going by what I learned on the Sporty, unless they have drastically changed something in the EFI system, I just don't forsee that I'm going to have a problem.

Reason: typos
Unless you change the Intake Tract & Filter to something other than stock your OK. I hate to say it but, my experience with dealers who just want your money isn't good. Most of what they tell you is BS.
My dealer is telling me they no longer recommend the Power Commander. They are now pushing the Harley Race Tuner. It costs $400 + and requires Dyno time for another $375. It is not part of the bike and is only plugged into your ECU during the tuning process. It has your serial number programmed in. Every time you do anything to your bike you need the device and more Dyno Time. Theoretically you must carry it with you in case anything goes wrong. Its all about getting your dollar!

I hear you there. My Indy, who IS Harley Certified, tells me there's no problem. I Trust him. The dealership is not also po'd at me because I opted to go to the indy for my 1k service at the cost of $125 instead of the dealer's price for the same thing of $380.00. Gee doesn't take rocket science to figure out where the best deal is.
In my opinion they are pricing themselves out of the service business. The only thing they get from me service wise is warranty work. Nothing more.

I have a local Indy. He's a graduate of MMI and Harley certified. I take my bike to him for everything. No waiting 2 weeks to get an appointment. Half the labor cost and when I was looking at a new (used) bike he took an hour out of his day to come with me to the guys house and check it over. I even take the bike to him for simple things like fluid changes which I could do myself, but it only costs a few extra bucks and it keeps him in business which saves me much bigger bucks when I need something major done that I can't handle myself. Support your local Indy!

Newer Harley's have an ECU that reads the A/F ratio via O2 sensors.... the ECU then adjusts the A/F ratio to compensate for small changes in Airflow etc....
A Major Motorcycle Magazine has actually published an article stating that with the new Harley fuel injection system, you can install a set of high flow pipes and a high flow air cleaner and that the stock system will compensate for the changes....
If he is only going to install pipes, he has nothing to worry about
I installed Rush Slip-ons on my 09 Fatboy, runs great no changes no maps no fuel mods, I also have read changes to the Air, on any 96's from 07> 09's it will self adjust for both, will be doing air next then a set of Ixed's and done.....
