I got my responce from Burly. They knew they did the parts on the guys bike but would not give me a definitive - This works on the FLSTSB - I was really looking for but here is what they sent:
Yep, we did the parts on Zimberoffs bike. We have not proven that kit (and the tool it requires) out on the FLSTSB.

That is good enough for me!
Case Closed on Lowering the Xbones.
Back to fender fitment for a 21"... getting closer...
There is a kit in JP that says it fits the crossbones.
Ya dude, thats the one I got. JP is the fist place I see the XB listed. But Burley themselves won't stand by the fitment comment. I have it in my garage now, just waiting on my front wheel before I install.

For any lingering questions, I have a FLSTS (heritage Springer) saw that J&P (Catalogs) and drag and CCI have listed that the burly kit does not fit FLSTS.
On burlys website and J&P (website only) states that it does fit. To clarify the confusion I asked J&P and they said no. I contacted burley, they said yes. Similar to the prior post that they havent proven it the time it was printed. Since then they have proven it an it does work.. I said screw it ant took my chances. It does work, they fit well and work well and look very cool.
A little advise. When installing the kit, go to lowes/homedepot and buy the heavy duty cable ties. Do not use standard cable ties! The force will make them pop off and you will sh*t your pants!
I went with the rockers to change my rake, for the sidecar and ended up lowering the front end about an 1" or 1 1/4". They work well and I didn't even notice it until I try to but the bike on the jack again. I have to run the bike up on a 2x6 to get it to fit.
