Try Lemon Pledge.. I know I know.. Another Lemon Pledge plug.. But I got rubber marks on my pipes and I sprayed the spot directly with pledge and let sit for about 4-5 minutes while I detailed other parts of my bike. I then came back and sprayed it again and wiped it right off with rag. Hardly any scrubbing.

Turtle Wax Chrome Polish & Rust Remover.

Stuff's been around a LONG time and works good w/o lots of 'elbow grease.'

Easiest, no scratch way is Mr. Clean Magic Eraser. Cold pipes, just wipe on and it comes off like you were brushing lint off a jacket. Amazing stuff. I took off stuff that's been baked on for months just like that.
