Starter spins but doesn't engage

Default Starter spins but doesn't engage
Hey guys - I had the starter out for some tranny work and when I put it all back together and went to fire it up the starter spins but doesn't engage the flywheel. Could it be that I overtightened the jackshaft bolt? I appreciate any help you can give.

Roster, I have the exact same problem. Except I changed the starter pinion gear and the starter gear off the flywheel. They had some teeth damage. Now once back together the starter just spins.
