I was putting new tires on my bike and took off the pully and brake rotors off so they wouldn't get banged up. The manual says to never reuse the bolts. So, I ordered new ones from bikebandit.com. The new bolts have dry thread locker already on the bolts. Is that stuff good enough, or should I put some locktite on there just to be safe?

Yes, always use New bolts on a pulley. I've seen many pulley's sheer off because of used bolts. I normally wire brush the factory locking compound off and then use fresh Red loctite. Torque to factory specs.
Another good idea is to spray some brake-klean into the threads of the hub, it really cleans out the old loctite the factory uses. Just let it dry before you replace the bolts. Manual says use red (262) on pulley bolts.
