The first craigslist ad (that I responded to, which then disappeared) said $1,900. I told them I'd have the cash in an hour and would meet them anywhere they wanted to - sight unseen, a rolling frame for a 99 FatBoy would be worth that.

She sent back an email and the price was up to $2,900. Still a steal, but there are just too many warning bells going off.

I'll buy in person...as soon as I have the cash on hand.

I have been looking at alot of late '90's Heritages and Fatboys. I have seen them from $5k up to $12k. Some people are insane thinking they are going to get $10k for an eleven year old bike. But, there are some good deals out there. Expand you search area to a few hour drive and look all over. Even if you spend $7k on a nice 1999 and the motor blows up later, you can replace it with a brand new EVO direct from Harley for around $3k or a much more powerful aftermarket motor for not much more than that. If it not too big a hassle to change one if you take your time.

Bought my first Harley last October from Craigslist. A 1998 Fatboy with 22K miles, just south of Boston, MA for $5500. Had someone go check it out for me to make sure it wasn't a lemon. Then headed down the next weekend with a trailer to get it. About 8 hours drive to get there but well worth it. Same bike here in NB would be about $10K so I didn't even bother to try and negotiate. Just paid the asking price. It's not perfect and has a few blemishes here and there but well worth it, IMHO.
