Best Cam for a Stage I...........
255's, 26H, S&S 510, TW6-6 are all good bolt in cams from what i read anyway...

But I know I read somewhere once that you shouldn't go with a cam with more than .500 lift on a stock 96 otherwise it got to aggressive. I just cannot remember where I read it.
Mine didn't really get quieter with the 26h but then I also put on a D&D Fatcat. It has more a throaty growl to it now which I like. Smoother for sure.

For a bolt in cam its mostly about the Intake closing timing event that makes them have the TQ where U want it....Between 25-35* ABDC, I-C will give U good Low-Mid TQ..
There are a lots of cams that have 30-36 I-C and will give U a good Low-Mid and theres not really much difference between them.
Son and I have ran SE204's, Andrews 26h's, and the newer S&S 551's. all with SERT and dyno tuned since 07 in our other wise stock 96's..
The four bikes we've done cams in all made between 91-95#'sTQ and 79-81 HP... Those were all SAE tunes..
The one we like best for low-mid TQ is the S&S 551, and they will hang in a little longer than the SE255's with as much low-mid end TQ. Plus U can get the EZ start ones if U want to. link below on them

The SE204's are are great cam with a really great Lope, but needs a 4* advance gear to move the line to the left for better low power.
I like the 26h's I have but they were 2-3# of TQ lower, but I still have the stock headers and slip ons. A good 2-1 system should easy make 95/low80's
I am happy with them for our mostly two up riding and have a Great Tq line for low-mid TQ on our Heritage..
If I do another cam for low-mid power, I'll look at the S&S 551 real hard.
Heres a link that shows my stock sheet VS stg1 and cams sheet.. its more than just a 5-10% increase. more like 15% under 2500,, 20% at 4k,, and almost 30% at 5200..

Notice that the TQ line never goes below 80. under 5200 rpm, thats more than the max she made in stock form.
The sheets will show what U really get..
U'll end up getting a totally different TQ line, better fuel mileage, cooler running motor and will be able to use 6th gear easy even at 60mph, and not need to down shift nearly as often for normal passing

Son had the 204's in his 07 Deuce and 09 Night train.. He bout 180 and on those ligher bikes and with the 4* advance they pull good in the lower rpms..
He now has 10 Street Glide with the 551's and loves them. there stump pullers and as I said they hang in really good when U wind her out also. Don't have a copy of His sheet or I'd put it in for ya.. but S&S shows it on there site.
He didn't get 100#'s TQ but ended up with 95.. he did the new V&H's 2-1-2 with Rush slip-ons on this one.
