A follow up for those who give a rats ***. It's my passenger peg bolt heads hitting the swingarm.

At least it's nothing major. That's always a plus

Nope, that wasn't it either. Feels like either the oil tank or rear jug hitting the frame.

I had the same problem after lowering my Softail. Turned out to be
the rubber bumpers were missing on the back side of my battery
box for which dampen the the upper part of the swingarm when
it bottoms out. I went to Ace hardware and bought two rubber
type corks. Now if this your problem its kind of a pain in the ***
to install these but well worth it in the long run.
This is the way I installed them.
I jacked the rear of the bike up high enough to get a floor jack
under the rear tire to support it while removing rear most shock
bolts. Once shocks are loose lower jack down as far as it will go.
Next remove inner fender panel and you will see if the rubber
bumpers are missing or positioned incorrectly.
Next I jacked the rear tire up until it hit the back side of the
battery to get the spot to epoxy the rubber stoppers in place.
Let the epoxy set up overnight with the swingarm pressing
them against the battery box.
Next morning I put the inner fender back on and bolted the
shocks up and took for ride where the street has several
small sharp bumps. No banging at all.
I had the same problem as yours, small sharp bumps and I
had just lowered my bike.
One more thing, take flashlight and try to shine it if possible
to where the stock bottom out bumpers should be. I don't
know what model you have but it might be possible to
see them looking through the back of the frame. Good luck.

Thanks, I'll check tomorrow. I saw them on a parts blow-up for the bike. It's a 94 softail custom. Wish I had checked last week when I had the rear fender off.
