is the regular fat boy the same seat height as the low 2013 models ? one dealer has told me they are now the same on the 2013 range, the other dealer told me they are different ! Thanks for any info.
According to Harley's website the Standard 2013 Fatboy is 25" Laden / 27.1 Unladen.
The 2013 Fatboy LO is 24.25" Laden /26.4" Unladen.
That has nothing to do with the seat.
They use the same seat and handlebars across the FB line now. The only real difference between the standard and Lo is that the Lo is lowered an inch or so. Other than that, just finish...

Now that I re-read the OP, I can see that we understood it a bit differently. You may have understood it better. I was going by his second sentence, so I assumed he was talking about the seat itself. I think his question is answered, either way.
