How big of a windshield do you have? maybe going to a shorter one or even a shorter and skinnier one would still provide what you want, but would reduce the instability.

My windshield has about 2 inches of vertical adjustment, All the way up and the bike starts pushing around as you described. with it all the way down, I was getting more wind on my neck than I wanted, but the instability was almost completely gone.

maybe your dealership has test windshields to try to find a good comprimise on height?

I bought a short 16" windshield that I can see over, but I haven't used it yet. Maybe it will be better than the factory shield.

The Harley vented windsplitter probably would help, but I can't use my boom handlebar speakers with them, and I like having a little music.
I'll just have to get used to the added turbulence with the windshield on.

I took the windshield off the day I bought the Heritage. I hate the things.
