Is this normal for Heritage?
My windshield has about 2 inches of vertical adjustment, All the way up and the bike starts pushing around as you described. with it all the way down, I was getting more wind on my neck than I wanted, but the instability was almost completely gone.
maybe your dealership has test windshields to try to find a good comprimise on height?

I bought a short 16" windshield that I can see over, but I haven't used it yet. Maybe it will be better than the factory shield.
I drove between 70 and 85 mph. Bike was solid, and strait as an arrow. The only problem was, I needed a backrest to steady me. So the windshield is causing more turbulence at higher speeds.
I have the fangs on already, but I can't see riding all the time without a windshield.
I have the handlebar boom speakers, so I don't think I can use the more aerodynamic windshields.
Anyway, Its good to know my bike is okay. I'll just have to deal with the windshield.
I put the shorter 16" windshield on , but it still caused turbulence, but not as much as the factory shield does.
The Harley vented windsplitter probably would help, but I can't use my boom handlebar speakers with them, and I like having a little music.
I'll just have to get used to the added turbulence with the windshield on.
