On Parts catalog 2013 breakout and Blackline use same tank top plate 60900001 but on forums they say you have to change it but to me seems like its same ??

You do have to change the top plate because the bolt that holds it down is in a different place. I changed mine to the Blackline console. Some people have made it fit with a metal type adapter to put the nut in the right place for the bolt to go thru.

I don't know about Ronnies on line catalog, but the part numbers that you'll find here on the forum are correct. Get the top plate too. It makes the swap cleaner and easier.
The silver plate pictured actually holds the fuel pump in place inside the tank. And yes its a different plate. Both serve the exact same purpose except the bolt is positioned slightly different. It wouldve been really nice if Harley designed it to except the Blackline
and Breakout covers but they didnt. Some guys have made a bracket to move the bolt but I purchased everything to miminize the job.
