Did you hear it run when you bought it? How do you know it has compression and the motor isn't seized? It should shift without the bike running, I would pull the clutch cover and see what's in there. Does the cable have any movement?
Your really not giving us much information. You can still shift if the motor is not running.
Does the shift arm move freely or with a click/notch sound, do you feel resistance or does it just flop down all the way. Dies the clutch lever and cable pull in when you squeeze it.
