I'm guessing it's a spoke wheel? Photo would help.

If the wheel size is correct for the rear, I don't see why you couldn't change out the hub and make it work, but it'll be a bit of a chore re-doing the spokes and truing the wheel. My two cents.

The rear wheel hub holds a belt pulley, how about that as a difference?

Welp... good one!!! You have an example of a 16" spoked HD wheel without a Flange for mounting, pulley/sprocket/rotor????
Yep... I do... 16" Ironhead rear... sprocket and Drum Only!!!!

How 'Bout that Pic? ... I'm going to assume it's a 16x3 front from some "wideglide" front-end. Otherwise you really couldn't/shouldn't make that mistake.

Is a Steel or Aluminum Hub? ... if Aluminum, the Rears have 7/16 and 3/8 threaded holes vs. 5/16" on the both sides of the Front (or one if it was from a FL Softail)

Also comparing a Touring Front wheel, which the closet to looking (and being) like your XL Rear, the Front would have a slightly narrower hub

We can't make much progress with what we have at present! As you assumed your 'new' wheel is a rear we must in turn assume it has a mounting flange on both sides of the hub? Are they identical or different to each other? Those photos of each side are crucial....
