it wouldn't hurt to take the pads off and clean the piston a bit and make sure they are moving freely. had a similar issue with the OG's 02' hugger, front pads were just always making that rubbing sound. took them apart cleaned them up (dirty as hell) and slapped them back on. the annoying noise went away. that scoot had been sitting for about 2 years before i picked it up and had under 5k on it. also had to replace gaskets. they sure don't like to sit!

Do this simple test. Raise the front or rear wheel and give the wheel a real good spin. If the pads bind it is most likely due to dirt binding the cylinder in the caliper or and seized sliders. If it binds you will need to rebuild your calipers (clean and lube sliders, remove pistons, clean and replace the seals - also change the fluid and pads at the same time. Motorcycle brake pads don't have a lot of thickness compared to car pads so don't expect to see more than a few mm's of pad. It is a good idea to tear down the calipers at the same time as replacing the pads although most dealers will skip this step unless you pay extra for it.
