I'm thinking this might be fake.
This lowly Captain can't just write an overarching rule for the state to comply with. He's not an elected official go begin with. This was never brought up in the Virginia congress for consideration.
On top of all that, no study is going to find even a inkling of the horror stories of car tire malfunctions as claimed by the hysterically frantic anti-darksiders wishing to get their way.

Ya Texas and New Jersey and some of the states that are more liberal that IL do it. But not CA. Virginia is east coast, so I am not surprised.

I got a response from the Captain.
He didn't actually say he issued the bulletin though. Kinda BS if ya ask me.
Inspection Bulletin #470 does require inspectors to reject motorcycles presented for inspection without tires designed and designated for installation on motorcycles. Thank you and should you have any questions, please do not hesitate to contact me.
