2012 Road King 103, Decatted, air cleaner, mapped with power vision. I ask my indy about cams this winter, was thinking about the S&S 551's. Looking for low end, I don't ride hard or fast (too old for that). He ask why I wanted to change the cams. I said for more low end, and more usability of 6th gear. He claims both would be achieved by replacing the stock mufflers, and no cam change needed. I have gotten used to the quietness and do not want anything too loud. I don't believe just changing the slip-ons can make that much differance, can they?
Try a pair of khromeweks 4" HP-+ Touring mufflers and a good dyno tune. If that isn't enough a set of Andrews 26 cams should do along w/ new lifters and inner cam bearings. If you ever need to go into the inner primary,change out to a 31 tooth pulley( or a 30 and new belt) as lowereing gearing is the best way to get a more useable 6th gear.
Leave your mufflers and find another indy! Our current bikes come with quiet inlet muffler (airbox), quiet exhaust mufflers and compromised cams. You've fixed the airbox and done away with the cat, both of which will achieve improved flow, all that leaves is a cam and suitable tuner IMHO. Noisy mufflers are more likely to give you extra power, but what you are asking for is improved torque, which is where a cam can help.

You can also find some 255 cams at a good price from what I have been reading they are great low end cam.
I have '12road king. I changed out my aircleaner and had a dyno(tts) tune before i figured what exhaust i wanted. After i installed my new exhaust the difference was more than i thought it would be. The stock mufflers on that bike
would be quite a bottleneck. I recommended the KW mufflers as they flow fairly well ans are fairly quiet. Just my experience and opinion........
I'm taking some liberty here, but your initial statement says your indy claims mufflers equals cams. I say you need another indy.
That!! Late catted mufflers are pretty open as the cat does a good job breaking up sound. While ya may pick up some top end with good slip ins, that doesn't seem to be what ya are looking lookin for.
No way changing slip ons are going to give you torque you can feel. Headers, AC, slip ons, and a tuner will. You need cams at this point to get a noticeable power difference.
