My 2005 ultra has one also but the road zep seat is plugged into it. I am going to add a fuse block so I can plug in gpsand other things as a hardwire and not have all these lines running direct to the battery.

There is room in the fairing to put a fuse block, you would go with HD parts out of the parts catalog or shop the internet until you find something small enough, then run wires (positive and ground) to the fuse box from the battery and you would be good to go.

HD accessory book list an attachment that allows plug n play in to the tour pak wire harness that adds a couple accessory attachments. I cant remember the actual name or part # but basically it gives you a couple of the cigarette lighter style plu ins for connecting cell phone chargers, etc inside of the tour pak. Just an option.
You shouldnt have any issues with adding a fuse block or either an in-line fuse to any 'hot' wire comming from the battery. I wouldnt splice into a wire already coming from the fuse block, but would wire directly to the battery, just for future troubleshooing issue that may arise.
