I pulled the stock cams, lifters, and the oil pump (I cut the pushrods) back when the bike had 9000K miles. I installed a HP/HV pump, Andrews 57H cam, inner bearings, new lifters, and adj. pushrods. I'm not sure if the stock parts (103ci)would fit, I'd sell them to ya cheap.
Man you re so lucky the wheels didn't totally lock up and the tiny needle bearings get into the motor. Had an EVO do that and within 2K miles the rear cylinder developed a noise. The bits and pieces got between the piston and cylinder, needless to say it required a rebuild.
As for a new scoot; If you are not happy with the old one, fix it cheap and get the new one.

I have the manual and the parts manual. I am working my way through it and trying to get opinions along the way. I need to get away from this computer and start pulling the exhaust and look at the cams. I plan to change both cams and all lifters, just not sure what to buy yet.

The Comp Cam 850-1 Chevy lifters will probably be your cheapest replacement for lifters and are as reliable as most anything out there. If you wanna go back stock, a good used set of stock cams shouldn't be too hard to come by. From Summit the lifters would run you about $68.

I'd look for a set of '14-'15 take out cams on the cheap.

This is a pretty common issue with the made in mexico lifters harley is using since late 09 and labeled as "C" lifters but with your bike being an 09 it should have "B" lifters in it and those were never known to cause issues so that leads me to believe as stated above that "skating" has occured. Odds are your cams are perfectly fine.

Comp cams 850-1 can be had at most auto parts store but if you can order online they're cheaper. I've been through the expensive lifter rhetoric and have had more trouble with those name brands pumping up, bleeding down, noise, etc. than I ever had with the cheesy HD lifters. I use nothing but comp cams 850 lifters now in all my builds.

Either way, change your lifters, change your fluids, check that your chain tensioner shoes are in good shape, put it back together and ride it.

Fuel Moto sells a complete gasket set with the cam bearings for $60, and Summit Racing has the lifters. Cheaper on e-bay, but I trust Summit.

+1 on Summit. I buy 850-1s by the case from them and Jegs also, whichever happens to have them cheaper at the time. Both good peeps to deal with.

Also if you're not going into the top end. the FM gasket kit contains a lot of stuff you won't use just as the HD kit does.

No top end entry, all you need is;
2 cam plate o-rings - part # 11301 - .99 each
1 oil pump o-ring - part # 11293 - .99 each
1 cam cover gasket - part # 25244-99A
2 needle bearings to replace the stockers with - george's garage - $19
4 lifters of your choice
as long as cam has no physical grooves, etc. on the lobes and you want to re-use them, then do so.
being your bike has the miles on it that it does, I would change the exhaust port gaskets - part # 65324-83B - 6.99

all of this stuff can be found on the net cheaper than buying from HD.

you can get out of this fairly inexpensively if you want to.

Come on guys you know you have to use the S&S, Gatorman, Woods, Fueling,SE, one of the harley branded lifters they are more Money so you know they have to be better. Crower,Comp,Lunatti all have a good lifter for these bikes they are nothing but a LS small block chevy lifter, Do the research and see none I mean none of the names I mentioned harley specific or the auto lifters make their own lifters but at least the auto lifter guys will tell you who make them for them. All of the auto lifters I mentioned are less than $18.00 for the best one they have to offer and I will put them up against any of the rip off harley branded lifters on the planet.

I recently refreshed my 09 in this area and went ahead and pulled the rocker box cover to redo breathers, drilled out the rocker support plate too. Can't tell any difference for that mod.
The worst thing I saw on mine was the cam chain shoes, with 36,500 on the odometer I was surprised at the wear there. Of course HD doesn't offer replacement shoes you have to purchase the whole part. There are aftermarket shoes available for $25 pair on ebay.

Not much more labor involved in going thru the top and I reused stock pushrods. Use your manual and you shouldn't have any problem whichever way you choose.

Yes that lifter looks toasted, I would guess that it left a mark on the cam lobe.
