Hydraulic Lifter Problem
If you don't have a manual, now is the time to get one.
I pulled the stock cams, lifters, and the oil pump (I cut the pushrods) back when the bike had 9000K miles. I installed a HP/HV pump, Andrews 57H cam, inner bearings, new lifters, and adj. pushrods. I'm not sure if the stock parts (103ci)would fit, I'd sell them to ya cheap.
Man you re so lucky the wheels didn't totally lock up and the tiny needle bearings get into the motor. Had an EVO do that and within 2K miles the rear cylinder developed a noise. The bits and pieces got between the piston and cylinder, needless to say it required a rebuild.
As for a new scoot; If you are not happy with the old one, fix it cheap and get the new one.

Comp cams 850-1 can be had at most auto parts store but if you can order online they're cheaper. I've been through the expensive lifter rhetoric and have had more trouble with those name brands pumping up, bleeding down, noise, etc. than I ever had with the cheesy HD lifters. I use nothing but comp cams 850 lifters now in all my builds.
Either way, change your lifters, change your fluids, check that your chain tensioner shoes are in good shape, put it back together and ride it.

Also if you're not going into the top end. the FM gasket kit contains a lot of stuff you won't use just as the HD kit does.
No top end entry, all you need is;
2 cam plate o-rings - part # 11301 - .99 each
1 oil pump o-ring - part # 11293 - .99 each
1 cam cover gasket - part # 25244-99A
2 needle bearings to replace the stockers with - george's garage - $19
4 lifters of your choice
as long as cam has no physical grooves, etc. on the lobes and you want to re-use them, then do so.
being your bike has the miles on it that it does, I would change the exhaust port gaskets - part # 65324-83B - 6.99
all of this stuff can be found on the net cheaper than buying from HD.
you can get out of this fairly inexpensively if you want to.

The worst thing I saw on mine was the cam chain shoes, with 36,500 on the odometer I was surprised at the wear there. Of course HD doesn't offer replacement shoes you have to purchase the whole part. There are aftermarket shoes available for $25 pair on ebay.
Not much more labor involved in going thru the top and I reused stock pushrods. Use your manual and you shouldn't have any problem whichever way you choose.
Yes that lifter looks toasted, I would guess that it left a mark on the cam lobe.
