I have them on my 03 ultra, they might set a slight bit higher than stock, but not much ,because you have "free sag" of the bike weight.
If they are 1/2" higher than stock ultra shocks I would be surprised.
The ride is so awesome I wouldn't care if they were an inch higher.
I installed the 2.5's from Howard and I have about 300 miles on them so far. Love them! They were pretty great right out of the box, and now that they're breaking in some, they're getting even better. They're a little firm (probably not completely broken in yet), but the difference in handling even now is huge. I really wished I upgraded sooner.
Had my 2.5's since May 2013. I have probably around 20,000 on them. Love them.....probably time to send them back to howard for a rebuild after the season.

When stationary they will sit the same as any similar length shock, however a feature of them is that they come with springs to match our weight and we can finely adjust sag, so they tend to ride a little higher than most other shocks of the same static length.
Back in the late '70s I owned a BMW and installed Boge Nivomat shocks. They sagged horribly when first getting on the bike at the start of a ride, however pumped themselves up to a standard ride height within less than a mile. It was magic! Shame we can't have a similar shock today.
