Recently bought an '07 Ultra Classic, I am the 3rd owner that I am aware of.
It does not have the chrome passenger grab bars under the passenger seat and the better half has decided that she wants them.
My question is; Where do they bolt to and what hardware will I need? I assume they bolt to the frame or fender somewhere under the rear part of the seat. It would be helpful if someone could post a photo of how it's mounted.

Try this link. Not sure if the studs thru the fender are a stock setup. I've also got an '07 Ultra and mine had em. The grab rail and back rest socket mount to these studs.
Perfect, thanks. Mine has the drivers backrest so it should be an easy install with no extra hardware to get. Now to decide between the stock chrome or the Kuryakyan ones.
The wife insisted on them when I was bike shopping. After awhile with them she wanted the seat strap as she said it is awkward to hold the rails with your arms bent around seat arm rests. Have her try them
When rigged for two up I have both the backrest and the rails mounted. The fender studs are too short, and mine at least don't have enough threads to fully engage the nuts. I use threadlocker every time. So far, it's never come loose.
I just removed mine on my 07 Ultra Classic. They were digging into my wifes thighs. She didn't have issues on short rides but first 200+ mile ride they bothered her.
