A big bore upgrade and cam swap doesn't add value to a bike when it comes to resale, but it might help make a sale if it comes down to a choice between two similar bikes. It does add to the owner's enjoyment, however.
Upgrading to a decent bolt in cam is as basic as a stage I upgrade in my opinion. The stock smog cams are great for emissions (no overlap whatsoever), but cripple performance. Swapping in the right cam will make more power, the motor will run cooler, and will have a minimal impact to mileage. It's a half-day job for the average shade tree mechanic.
It's when folks go overboard with performance mods that you run into issues with longevity.
Having said all that, I'd go with the 2012 if it were just between those two rides. Newer is better for resale value. And there are better cams for the 103 motor than the 255s, so you could have an even better running bike, if you do it correctly.
Even better yet, though, would be a Rushmore bike.
I wouldn't be afraid of the cam in a touring bike, if the owner wanted to hotrod the bike, he would have done a lot more. If the years where the same, I would choose the bike with the cam. I do agree with getting 14 if you can. The handling alone is a big improvement.
