No need to run high beams in daylight. When the "Hurt Report" was published, halogen bulbs were not the standard on motorcycles, or not even cars yet.
Running a bright beam, especially a single light source, will diminish the ability to judge speed. Look at the train accident studies for the logic behind a three light triangle.

I flipped a guy off who was onmy butt. He pulled along side just screeming. Remote country road. HE could have goosed me from behind, before I knew what was going on, and no one would know.
Another time, the guy followed me home. My gf hit one of them in the head with an ax handle, that that slowed them down.
Even with a carry permit, it is stupid. You are on a tiny bike.

IMHO, It's all about visibility... Call me Grandpa but, over the years I have found it to be not only important to be well noticed with plenty of lighting, as well with bright colored clothing. The safety colors are obnoxious but, my encounters on back roads especially convince me it can make a difference. To often it seems cage drivers will even make eye contact and still move to pull out in front of you like there's a brain disconnect to see the motorcycle. The bright colors seem to get their attention.

The last thing you want is an angry driver in a car, when you are on a bike. Not to mention a blind car head right for you.

As much and as many lights possible during day! Simple. When I ride a bike..... Sorry u don't matter. When I drive my peterbuilt clearance lights till dark. It makes a big difference
I don't choose to wear high Vis clothing but that's another good thing
