I think the exhaust rust is normal, high heat will cause metal to discolor and or rust. the paint loos like a defect, or there maybe something going on underneath. it is in a visible area right in front under the emblem, I would see what the dealer says about it. I always say if you detail your bike, you will get to know where the blemishes are and the scratches etc.

I would take it to the dealer and see what they say. Then you'll know what to do.

Bike is under warranty. Bring it in, tell them you want a new fender. No problem.
Yes, of course it sucks dealing with a dealer, not all, but some.
Surface rust on the exhaust is normal.

I live in Norther Ohio and we use brine and salt on the roads. my opinion is he rode after salt/brine was put on the road. Even with the road dry, you get salt on your bike and if you don't wash it immediately after each ride with something like mercruiser solution or 1 cup white vinegar and hot water, you will get rust fast. My 14 RK has no rust at all at 9000 miles, I don't ride after 1st salt put on roads until after a good soaking rain in the spring.
