I have a pair of Carhart GoreTex overpants with full zippers on the sides and are very windproof. I use them often for ice fishing with only fleece pants and long johns.
They cost about a hundred bucks and I think there was a matching js\acket available as well.
I wear Langlitz westerns pull over leather pants. They are expensive, but warm, and keep you dry even in heavy rain. I got mine with 28 inch leg zippers, and they can go on over jeans, or long johns in the late fall.
I'd love a pair of Langlitz, but you're right. They're mighty proud of their product and the price reflects.

In the early 80's at the end of May in Canada I got caught in a snow storm with avout 6 inches of wet snow on the road. I was riding a KZ 900. I drove 20 miles in this stuff until I was able to pull over to a small gas station. I was getting wet slush thrown at me it was one of the worst situations I have ever experienced on a bike.
Ive been ridin since the mid 60's and have tried every type of clothing and accessories trying to stay warm while on a bike. I did a SS 1000 February 2014 and even though I live in Texas, when I left home it was 22 degrees and getting colder. I decided to wear only the plug in stuff under my riding jacket and jeans. The scoot also has a heated seat and grips. I was warm the entire ride. If I am remembering correctly, the lowest the temp got was high teens for awhile. The Gerbing stuff worked great.
