Yes they are all throttle by wire since 08. I just changed my bars on a 2016 and the throttle wire and the heated grips were internal and everything else was external.

Just did my '15 Ultra limited. Throttle and heated grips where internal, all other controls where outside of bars... I believe that is how most are as the OEM bars are not drilled on the upper side for a true internal wiring job.
the throttle has been by wire on touring models since 2008.
on the 2017 RK, the switch wiring ( start, kill, turns, high beam and horn) are external- the fewer switches and canbus electrical system allow for a slimmer wiring harness, but it is external to the bars- as are brake and clutch lines
a model with radio controls on the bars, intercom or cruise would have twice as much wiring
on abs models you will see brake lines on the rt side of the neck in front of the tank.
Me thinks when HD reprised the RG/RGS in 2015, they had all internally wired bars. You'll find only the clutch and brake lines are outside. The first to do so in the touring line sans the CVO, if I'm not mistaken. Just like the Fat Boy is in the Softails.
The '17 gold and black King I saw at the dealer last week had the wires outside the bars.

The 17 RKs are not internally wired. I swapped out bars on my RK yesterday and ran the wires coming off the switch housings inside the new bars. Much cleaner look. Now I'm waiting for extensions to complete the job.
