Default Brake rotor help!

So I recently picked up a 99 electraglide. I am putting a front wheel from a 2013 street glide on it. I have changed out the bearings with little issue. My issue is the brake rotors required for that wheel don't have the speedo notch in them. How can I cut that notch? Do I have to take it somewhere? Can I cut it myself? Is there certain specifications for this cut? Any help would be greatly appreciated. After that all I gotta do is get the measurements for the spacers and have em made and I'm good to go

Speedo signal on a 13 comes from the trans. We need photos of what you are seeing.

The speedo unit is driven by a tang that is captured in a notch in the brake rotor. Use the old rotor for a template?

Yes but the speedo signal on a 99 comes from the cable attached to the front wheel so I have to make a notch in the front rotor for it like this one. See the notch on the center whole? That's for the speedo cable. I have to cut that into the new brake rotor to make the speedometer work

the old one doesn't have the notch. Guy that had the bike before me put a 21in wheel on the front and didn't do all the stuff required to make it work properly. Speedo doesn't work, only one rotor instead of two, wheel is not properly aligned. It's a mess!
