I have an '07 Electraglide. At first I always removed the passenger floorboard to get to the T-27 torx screw on the derby cover near the passenger floorboard, but then I found that all I had to do was loosen the bolt on the mount for the floorboard to the point I could swing the floorboard out of the way to get to that last derby cover torx screw.
