Thanks for all of the responses and suggestions. I found some hex sockets in my tool drawer. Put the correct size one on a breaker bar and they willing broke free without any damage to the bolts or threads.

One of the reasons that the top bolt is "tighter" than the other has to do with metal properties and force applied to such metals. Stepping on the floorboards or standing up or any pressure bends the metal slightly on the threads of the top bolt and the threaded hole. Applying the laws of physics (I heard of that term in high school) the top bolt gets more stress, and stretched than the bottom. therefore distorting the metal properties and with the stretching of the metal, the friction is multiplied. Once you get the right tool to overcome the force holding the fastener, it releases and you are able to unscrew it. And during that process you are tapping the threads again slightly as you unscrew the bolt, you may notice some shavings mixed in with the locktite past moco uses.
