I have been doing some reading here and within the manual (Chiltons)
I installed a new primary chain today.
Filled the primary with 32 oz of oil (per manual) through the derby cover hole. The oil level is supposed to be up to the derby cover hole or just below.
I filled mine today with 32 oz and can't even see it below the clutch packs.
I have checked out this site and the other HDforum site. Too many people stating different quantities of oil. From 26 to 38 oz

So that makes me ask. How much oil goes in the primary when cover has been replaced ?
Bike is a 2004 FLHTCI

The oil does not fill to the derby cover opening. That would be way too much. With the bike straight up if should cover some of the primary chain but not much more.

According to this picture it just touch’s the starter ring gear on the clutch basket. Which is about where 32 ozs hits mine. You will barely be able to see it below the opening.

The Chiltons manual is better that no manual at all but just barely.
There really is no substitute for the Factory Service Manual for your particular bike. With that the question "Is this right?" does not exist.

I put 38 ounces in my primary... or until it comes to the bottom of the clutch pack. You may not get all the oil out so 38oz put in blindly may be a tad bit much. If you cover the clutch, you may (and that is a slight may) experience some clutch slippage. I had the engineer at Energy One Clutches tell me not to use Syn 3 in the primary. The synthetic has components to make it more "slippery" which can and will affect the clutch operation. I use Amsoil in the engine and HD Formula + in the primary. Just to make sure.
Again oil level to the bottom of the clutch pack.

Per the factory 2004 Touring service manual:

PRIMARY CHAIN LUBRICANT
At the 1000 mile (1600 km) service interval, and at every
5000 mile (8000 km) service interval thereafter, replace the
primary chain lubricant as follows:
1. Using a T27 TORX drive head, remove five screws (with
captive washers) to free clutch inspection cover from primary
chaincase cover.
2. Remove magnetic drain plug at bottom of primary chaincase
cover. Drain lubricant into suitable container. See
Figure 1-3.
3. Clean drain plug. If plug has accumulated a lot of debris,
inspect the condition of chaincase components.
4. Inspect drain plug O-ring for cuts, tears or signs of deterioration.
Replace as necessary.
5. Install drain plug back into primary chaincase cover.
Tighten plug to 36-60
in-lbs
(4.1-6.8 Nm).
6. Pour 32 ounces (946 ml) of Harley-Davidson PRIMARY
CHAINCASE LUBRICANT through the clutch inspection
cover opening, Part No. 99887-84 (quart) or Part No.
99886-84 (gallon). See Figure 1-5.

You will use a little bit more fluid when you do service that requires the removal of the outer primary than you will on a standard fluid change. On my '08 the Factory Service Manual calls for 38 oz for a standard fluid change and 45 oz after service that requires the outer primary cover being removed. On the older models like your '04 and my '06 the standard fluid change requires 32 oz. You are going to need a little bit more fluid than that to bring that level up slightly higher than the bottom of the starter ring gear as was mentioned earlier. This isn't brain surgery, grab a flashlight, a couple of oz one way of the other isn't going to make a huge difference. Much more than that, however, and it can have an adverse effect on the operation of your clutch.

Get rid of that Chiltons and buy a factory service manual. If you're doing any work at all on the bike,the FSM will save you many times over it's cost
