There’s no hole in either the back plate or sensor switch so it’s not vacuum or pressure operated. Definitely thermal. Like someone else said maybe there WAS a cooling fan and it was removed.
I found that the 29581-01B backplate (2001-2007 Softail) has 2 holes in the same position where mine (29454-99) has them drilled to fit that sensor. I looked for pictures but I can't find anything like this sensor (which is a thermal sensor, definitely) in that position. maybe someone with Softail experience could help?
Possibly a 'parade fan'? Isn't your bike an Olympics special RK? Such a fan would make good sense - may be available as an optional extra. I realise that in Norway a heater would probably be more appropriate!
