OK I have 2012 FLHTCU 96 in. Every couple years I need to replace the intake seals which sound odd but Iv gotten used to it. Here is the problem. I remove the fuel injection control unit , Unplug 4 pugs and one fuel line replace the seal like I have three times in the past but this time when its all back together . when I start it revs like crazy I can usually shut it down by 3500 RPM or so but I have checked everything I can think of. Out of ideas…anyone ?

Throttle by Wire High Idle Reset For Harleys. To reset your idle setting back turn the ignition switch on for 10 seconds off for 10 seconds (do not start the engine), repeat a total of 4 times. That should reset your original throttle position.
Also, a 96" in a 2012 Ultra?? Thought all touring had a 103" by that year. Learn something new everyday I guess?
Throttle reset procedure produced no change in symptoms., Still wraps like its wide open. on the positive side it sounds like the intake leak is fixed!
IMHO, I'm certainly no expert but it definitely sounds like you have an intake leak sucking air from somewhere. Maybe try spraying some carb cleaner around to try and isolate it.
Run/Stop switch in the on position when preforming reset procedure? If so, then check pins inside of plug that connects to throttle body. Make sure nothing is bent inside of plug and that pins are clean.
