To be exact and fair, the owner told me it didn't have ABS but when I saw that wire running along the brake cable, I double checked with him. My asking and pointing out the wire confused him also.
I'm to blame for the confusion. It appears to be a nice well maintained bike with several options/accessories that I want. I was hoping that it had ABS.

It just sounds off that even your questions would cause any doubts. He would or should know with out any question if it is or is not ABS. If I was looking at that bike checking to find out if this is just another flip would be first on the list.

When I first started looking for a motorcycle, I asked my brother, who has many 1000's of miles on street bikes, for advice.
He said there are 3 must haves:
1. ABS
2. Fork Lights
3. A really really loud after market horn.
And I keep running across that similar statements that ABS will save your life.

Man, many of us here have 10s of thousands of miles on bikes, but that is a very different top 3 list than I would expect
Good luck with your search, you should not have trouble finding ABS.
ABS is a tool that works. It has some minor downsides related to cost and maintenance. I have had ABS for years and would not purchase a new bike with out. That said I have two with out ABS also and ride them with not problem . ABS is something that is there the one time you need it. If you find the ABS being activated then riding skills is more the issue.
Loud horn is kind of a joke. Windows up radio and phone all a horn does is call others to watch this. Ditch lights are something that is debatable but easy to add to any bike.
50 years of riding and many bikes I have just learned that in most cases if you heart is set on something like ABS the get it. Also settling on a color you just don't like because it is a great deal is not always wise either.
I agree on the abs...the loud horn??? It's great for beeping at little kids that wave at you or to scare old ladies walking their poodles but in an emergency situation the last thing im glad I have is a loud horn lol. Extra lighting is nice at night but I've found after adding l.e.d.'s to my running lights/passing lamps whatever you want to call them that annoy most of the people who end up in front of me. So unless I'm alone on my way to work in the morning and it's dark I don't use them.
I'm not talking about blinding anyone with extra lights. But I do know from personal experience that the extra "driving" lights on a motorcycle catch my attention more than a single headlight, especially during the day. I tend to agree with the comments on the loud horn. I have a Miata and parking lots is where a loud horn is needed. I don't know if it's the same with bikes, but people simply don't see me when backing out of a parking space. It happened just this past weekend. My wife and I were out for a short ride in the Miata, it was hot so we stopped for a milk shake. Someone starting backing out of their parking space. They didn't hit me but came close, I don't think they ever saw me.
