There is probably the issue right there, S100 total Cycle Cleaners can be corrosive to aluminum if not rinsed off before it dries. Looks like self inflected.
Not the same, but an example of dealers making it up as they go.
My guages were foraging so bad they were dripping inside. I was on the road so I stopped at a dealer out in the wild. They had the CVO guages and swapped them in under warranty for me. I paid for the volt and fuel so they all matched. 130 miles down the road the new gauge started dripping internally too. Mind you, since I paid for the gauges I get a warranty for parts and labor for 1 year. I take the bike in to my local dealer. They tell me they can replace the gauges under warranty, but will have to install the silver face gauges because that's how the bike came stock.
I still have drips in there. My advice would be to try a different dealer if this one screws you around. They all operate differently.
I get it on a new bike. However, 99.9% of your bike is a wonderful combination of design, engineering, fit and finish. Nobody else will notice the issue but you. Ride and enjoy my friend.

bullshit. you paid for a part, that part 'failed', the warranty should cover replacement of said part. you might have to pay labor, but you should be able to make an arrangement with the parts department to bring the part in and swap with the new one when it comes in.
you aren't using the 'new bike warranty' for the replacement, but the separate warranty for the part that you paid for.

You're right. On friday I'm riding north for a rally we're putting on. I'll be stopping in at the dealer that swapped the gauges under warranty the first time. As far as labor, I'm still under the labor warranty too, so it should be $0.00 for an entire swap.
To the OP, I thought about this a while ago and came back. I thought that HD warrantees up to two cosmetic parts. There have been others with chrome peeling and pitting on new bikes and that was covered, but only up to two parts.

OP, If the corrosion wasn't there when you picked up the bike, then it would seem to be self inflicted....
I've never used S100 products because of the issues I've read by some who have used them. Even those who defend them have said things like, "it's not an issue if you rinse it well enough..."
Good luck and let us know what the dealer says...
