My 02 EG Classic leans at a 13 degree angle when parked and on the stand. Seems to be too far to me. Is this normal, makes it difficult for passenger mounting.

I would say your 13° lean angle is normal. It is extremely close to the 12.8° lean angle I'm seeing on my 2018 FLHXS.
I used a Smartphone App to determine the angle of the frame rails under the seat when parked on my level garage floor. The App has proven to be extremely accurate when used on other projects.

I'd check to see if there are any service bulletins related to this issue.........might want to try stopping by the local MOCO and see if they can fix it......
If they can't I'd get the area manager involved..........
But dont stop at any stores on the way and go inside with your helmet on.......bad juju!!
