I just rode back fromN IL to Charlottesville, VA to N IL.In IN State stroopers were out in force.I came up from Louisville and counted 23 driving both marked and unmarked and on I74 west of the 465 there were two more working a construction zone.
As far as the 80/90 mess in IL avoid it on the bike. too much construction debris and oils all over the road. Lanes shift and expansion joints make for an uneasy ride. Drop further south and come across on 74 or 70.In Ohio took US 35 into WV (Charleston) then took the tollway (64) that was an enjoyable ride.

I understand fastest, but if you are coming through Frederick anytime before 09030 stick with I 270 as you will eventually reach the HOV lane. If you come after 3pm, take my suggested cutoff as your Interstate will definitely NOT be the fastest route. Also, to clarify my route above, you stay to the right as you approach the Toll booth on the Dulles Greenway to get to Rte 28 S.
