Some frame shops will straighten the frame with an intact bike, or just the frame. But since it won't roll as it is, I suspect you will need to disassemble it to get the frame straightened. Although I'd check the price of a new frame first. If it's close to the repair cost, I believe having a new frame might add to the value of the bike and the ability to resell it after it is repaired.

This is an example of once company that straightens MC frames.

Are you referring to just collision or liability as well? In NC, USAA allows me liability coverage for rebuilt bike titles but obviously not collision.
