Finally was able to speak directly to mechanic that worked on my bike. He got it right the way and sure couldn't know what was the issue based on comments in service request provided by dummy service writer. They never showed mechanic what I showed to them while presenting what the problem is.
Dealer said they will file warranty claim to replace the rotor. This is like dealing with 5 years old kids I swear 🤯
Today is a week later after my last post. Thought I will check on my rotor replacement. They read original notes and told me all is good no further job was done. After I mentioned that mechanic working on my bike admitted that after I demonstrated again what I was referring to as out of spec you know what the service writer told me I don't remember this discussion can you ****ing believe this bullshit? I was there in front of this guy standing next to this mechanic that told him this rotor is bad and have to be replaced under warranty and service writer agreed so we all shook hands. Now week later service writer is telling me this never happened! WTF!!!
Requested speak with general manager and was put on literally 1hr 2 min hold! Yes I waited. They told me they have to have Harley Davidson representative inspect my bike and was promised that he will call me back with details when this will take place - never got the call back.
I called back again 20 min later this time I requested to be connected to general manager by clothes department - was put on hold for another 32 min and call then was disconnected
Called third time and was finally able to reach out general manager so I informed what happened and that it took me 90 minutes to reach her. She promised to investigate and call back and she did telling me I can come back and they will show me brand new bikes and that rotor have same a amount of play. I guess option to have my bike inspected by independent HD technician is no longer on the table.
While minimal play is normal as disc will warm up and expand to be mounted solid at this stage my right rotor have excessive play on the wheel hub so what should I do now? There is no official specification in tolerances how many degrees rotor can move on the steady wheel so it is not possible to to prove who is right and who is wrong.

my 2 cents, replace the disk on your dime yoruself. Buy some stink bombs at your local magic shop or on line. Drop a couple in the service department customer screwage desk each time they have a open house or free food event. Wave and smile at the service manager as you walk out each time mumbling that their service stinks.
Maybe, but it's just as common to have an owner that thinks he knows everything and gives a service department zero incentive to do a good job for him.
I just wanted to ask again. Did you check another bike of the same disc brake system to see if the rotor moves around like yours does?

Actually I did and there is some free play but not as much as on my rotor. This is due to tolerances allowed for material expansion when hot but what is on my bike is not normal unfortunately there is no spec to verify against as no info on that is included in service manual so technically I can't prove it is wrong but they also can't prove it is right but mechanic that worked on my bike agreed with me the first time but I guess no one remember this now due to sudden amnesia. Experiencing this rotor clunk is definitely not normal.
