Front suspension clunk
The EPA consent decree specifically related to the MoCo offering tuning devices that made their motorcycles non-compliant with current emissions standards. And should have nothing to do with the OP's situation, since nothing related to a front end clunk could possibly affect emissions.
So if the dealer (or the MoCo) is using fallout from the consent decree as an excuse to not address this problem they are failing IMO.
(I know, I'm probably living in some fantasy world where I expect fairness to have more importance than $$$)
You missed my point.....
Since the whole Consent Decree fiasco, the MoCo has become more hands on with warranty claims, and far more picky about warranty authorizations, even those totally unrelated to the Consent Decree......
Again, the dealer doesn't make the final call, so if there is any question on any warranty claim, the dealers are willing to wait, and not stick their necks out until the MoCo makes the final decision.
In the past, given this exact situation... if the mechanic said "warranty repair", the service manager would usually say "warranty repair", and the MoCo would usually just process the warranty repair. The MoCo has learned that is costs them less to avoid any warranty repair if possible, and they are taking that lesson to the limits in many cases....
