For bugs on lights and windshield I’ll normally throw a rag over them and let them soak and soften while I work on other items like cleaning the rims. Then they just wipe off.
Yeah I normally do the same but I have to admit I got carried away this is time on this light. I just installed new one as this heat lamp got internals melted 🤣 but just to provide some insights.

I think it you remove this lens and dry it with less heat over longer time there is a chance this would work as I was able to remove about 75% of this moisture in few heat cycles but I am one of these impatience types so I got new set from Amazon overnight and installed them 10 min later after delivery.

Case closed and lesson learned

Two potential fixes - The lens will come off. There is some strong black goop (not silicone, more like glue) holding the plastic lens on. Careful application of heat and sustained leverage will loosen it. I defogged some lenses that way before, using black RTV to reseal.
The second method is to remove the paper stickers over the vent holes on the back of the lamp (after removing it from the bike, of course) and putting the assembly in a tub of dessicant. This will likely leave water spots on the lens though, so method 1 is preferable.

Bonus method - replace with Sunpie lights - much brighter and cheap.
