Default Quick releas rack install

I put a rear quick release kit and a rack on my FLHRSE4 today and it is working but.... The hooks that release are very tight. The last bit of the instructions said that I had to bend the bars that the docking hardware is mounted to get them to "line up" I have done this so that the contact between the hooks on the rack and the rubber mounts are close to center, but like I said it is still tight. I have even tried a bit of soapy water to make things slide a bit better. Any thoughts or ideas are much appreciated.

I hade to loosen the mounting bolts on the hoop bars and put the rack on, then tighten the bolts. Thats what worked for me.
