No, the Commanders are not radials. I'm not aware of any direct fitments for the H-D Touring bikes that are radials. Hopefully we'll see them in the future!
Checked the new Commanders, and they don't have any country of manufacture that I can readily see. I can tell that they do not say "Made in France" as depicted on the recalled tires.
Long as they aren't Firestones, I don't really care where they're made!

I sell all different tires from lawn garden farm tractor semi and motorcycle tires. The way those beads work is pretty cool, they vibrate around inside your tire till the vibration quits then they stay put and your tire is balanced perfectly. It is great for applications such as motorcycle or pretty chrome wheels where ugly wheel weights would detract from appearance.
Just had a set put on my 05 rk custom today, dealer had a 20% off sale, I left and had vibration in front at 20-50 mph, not bad just it PMO that they were not as smooth as my old dunlops. [:@]The more I rode the more POed I got. Went back to dealer and told them, took a look and they had 2oz of weight on the front, I asked why so much? Got the thats normal, I said I not buying that crap, they did not want to but they took it back in and redid it, turning tire 180 degrees and it rebalanced with 1oz and now is smooth as glass. They said this was only the second set they had sold. So far I like them.
