I understand you're on a budget, but if you want the biggest bang for your buck, this is my humble suggestion with ebay links for each item:

High-Flo Air Filter = $100

(there are hundreds of opinions on who's pipe is best, but for the money the ProPipe is the best return. D&D pipes are IMHO the best overall, but the ProPipe is a close #2 and less money)

Zipper's ThunderMax Auto-Tuner= $650
(SERT [RaceTuner] is cheaper, but you ofset the price by not having to pay for a tuning which can easily add $300 each time you add anything)

Without the cams your sitting at $1200 and if you're capable, you can install them yourself easily.
Cams will add other parts like adjustable pushrods ($100) and a cam install kit ($86) and labor ($70 @ 4 - 6 hours). But, the good thing is, if you get the Auto-Tuner now, when you add cams later, you just update your base map and it will tune while you ride instead of having to pay for more dyno time to remap the SERT. Having to pay for a dyno tuning twice pays for the ThunderMax.

I bought an '07 Ultra today and am open to suggestions for performance enhancements that could provide a little power boost. I want to start off slow with minimal mods and work my way up gradually, instead of doing a lot at once. So, where would you start?
My suggestion would be:
Arlen Ness Big Sucker aircleaner
PC111 powercommander
V&H or SE pro pipes

Don't need a dyno or a dealer to remap PC111
just download required map to laptop and upload to bike.

personally.
Even though I am less than pleased with some of the crap coming from MOCO lately, I would:
1. Air cleaner up grade (anybodies you like)
2. The screaming eagle race tuner and dyno
(do 1 & 2 at same time)
3. then add in the pipes and / or mufflers of your choice.
(but because so many cities are starting to make ordinances retricting
loud mufflers, because some people have no consideration for others,
I wouldn't pick a set excessively loud)
I would run this setup for a while and see if it satisfies you.
Then if you just have to have more, upgrade to better cams.
Of course as you make these changes you will need to have the tuning checked on a dyno, that's why I suggested the sert up front.

My expereance is stage one first but beware it never ends, every time I think im done im wrong, just have to have a little more and now I believe what I read one time is right, The quest for performance only stops when it scares thehell out of you, and I guess that is a little diffrent level for every one, but good luck fighting the addiction for power I know im loosing my battle keeps costing me $$$$.

Trythe S&S quick setup, They say around 500 bucks and a EFI module. Let us know how it works. I think you'll be the only one onhere that has this set up. Good luck whatever you choose

How much more power you really want? Straight line performance or do you actually want to take a turn? What's a big-bore kit cost with installation? What's the electronics and super charger and all the K&N and Reinhardt stuff gonna cost you? How much do you *really* want to enhance the total bike or do you just want bragging rights? Look at your goal first before dropping any cash.

For $3-grand you can get a sweet used 600cc stock bike that'll run circles around *anything* you could build on a Harley frame. Seriously, if you want to go *fast*, I would suggest that you have the wrong bike. You can buy a Hayabusa for go-fast *AND* an Electraglide Standard for touring for the cost of a fully outfitted Ultra with a few extra options.
