Bad battery should not show up on the voltmeter while the engine is running. You can totally take the battery out after the engine is running and the voltage should still be over 13 volts on a car or bike.

I didn't think the voltmeters ever moved. Probably the stator shorting out.

I have a 08 flhtcui and when I start it, it reads 10-11 volts. I have to stop it and turn it back on 2-4 times and then the volt meter reads a little over 14 volts. I hear it might be a ground however where are all the grounds located, any help would be greatly appreciated, on fixed income. thanks

Check your battery cables. The four ends. Two at battery. One at top of starter. One to frame. Just follow the wires from battery.

Ground wire at the battery, trace it through the frame to the opening just rearward of the tank. The battery ground goes to one stud. Be sure it's clean and tight. There's another stud in the same area that's also a ground, might ss well check it while you're there. I believe the regulator grounds to the frame with it's mounting bolts, be sure they are tight.
If you read this old thread then you know that the fourm has a troubleshooting guide for the charging system, get a dvom and do the checks.
If you don't have a digital volt meter (dvom) places like harbor freight usually have very basic, but very usable for this, ones for under $5, sometimes even free.

I sanded the around the bottom of regulator a bit and added a second ground from other location on battery terminal to bolt that holds starter to primary to take some of the guesswork out of the equation.
