I was told they arrive at the dealer with it disabled and it requires a (free) flash to enable it. \\; The dealer I bought from enables it on every bike they get in, so mine was enabled when I picked it up. \\; That may have changed, I'm not sure if they are enabled now from the factory or not. \\; Like I said earlier, it only operates at zero throttle during idle and nothing else. \\; So far this year, the only time it has kicked in for me was downtown Chicago, 90+ degrees, dead stopped on the superslab. \\; Even then, it was fifteen minutes or so of "stop and go three feet" traffic before it got hot enough to activate it. \\; When it did kick in, it was definitely f#^king hot! \\; The system didn't seem to have any cooling effect, but it did seem to keep it from getting hotter and that was a good thing for us that day.
this function also cause some bikes to set a false indication of where the throttle is,
 \\;
and makes the bike high idle..
 \\;
so my ECM thought the roll back position was ZERO and the nuetral position was ~2000 RPM.
 \\;
there's a flash to fix that.
 \\;
that would exlpalin the one poster siad his dealer was flashing them all....because they need it.

my 08 is like riding a deep fat fryer. \\; and i'm the fat.

I assume you mean 2007. mine was built 11/07 and I jusdt went for a ride ,turned back throttle at idle , it was hot 90Deg. been running for 30 min. nothing. No lights at all. I will check at dealer when I get some parts I ordered. It could be like that one guy said It comes on by it self but it has to be really hot foe a long period of time?

It's posted somewhere, but if it is enabled, I believe you need the key switch in the "on" position, engine not running, kill switch to run, then roll the throttle forward until the light flashes for cruise, don't know off the top of my head the color. \\; Same deal to turn it off, different color light. \\; Like I said earlier, don't know why you would want it off, once it's on.
I just went to my mailbox and low and behold , This will clear this up. \\; From HD SHOPTalk summer edition.
2008 engine idle temperature managment system.
" For those who find themselves riding in frequent idle conditions or congested traffic situations" EITMS ( once activated) "this system offers limited rear cylander cooling when the temperature threshold is exceeded and the engine is at low or idle speed. Contact your Harley dealer to have this calibration performed" \\; AH ,Thank You!
