HD told my mechanic to check the cams and make sure that they are lined-up and are functioning properly. If this does solve the compression and the starting issue, it is caused by the cylinder, pistons, and rings. So, it is an easy cam fix or a big time fix.

since it is stock, here are the options.
1. cams are in time, but advanced a tooth.
2. 255 cams are installed
3. bad gauge.

i guess #3. but we do know one thing, it is not from cylinder/piston/rings. and your tech is an idiot.

How much is involved when you do compression release valves if he had to do this? Don't the heads have to be removed?

Carbon on the pistons/combustion chamber.. makes the chamber smaller.. run some cleaner thru the fuel...
