Check the speed sensor after the fuel. Friend of mine had this, it progressively got worse over months, and eventually would almost completely die. Just pull it and clean it. Hope this helps.
Generally if it's an injector or coil issue, it will trip a code. If it's a crank sensor issue, no codes, tach will drop but speedo will not. If both the tach and the speedo drop, more likely that it's the main breaker overheating. If it's just plain flaky and inconsistent...

I think id be looking for harley to replace the ecm then? Warranty or not they should be sealed better than that. Hell a good hard rain storm could screw it up then. Im sure that would be a fault of theirs. Its not like the ecm is in the interior like a cage..

Remove the R/H side cover and pull the System relay out. Look at the terminals and make sure they are all seated properly (you may have to loosen the relay mount and turn it over to pull on all the wires to ensure good connections). I had a similar problem and it was the Grn/yellow wire to the System relay was never locked into place and the terminal was just touching the relay contact and every now and then it would break contact. The system relay powers up the ignition coil, fuel pump, and fuel injectors.
