Actually, in practical terms, your solution actually 'will' get you some of the 1" of rear bar movement. Simple geometry really; the grips will also, as mentioned by someone, move away from the centerline of the bike. However, they will, due to the angle of the bars and the 1" of movement away from centerline on each side, bring the bars closer to the rider. The exact distance can be calculated (if you were that ****, but I am guessing you're not) or you can just swag it and assume that you'll get about .375" of rearward movement from the bars being extended out ~1"
Just my thoughts, but then, my brain is saturated with computer geek stuff (Public Key Infrastructure Engineering is my trade), so I may be out if left field (or perhaps even the parking lot). LOL
