Purchased my first harley from a good friend. Bike has had nothing but the best care. But i need some info i have been doing a good amount of reading about the Rear of the bike wandering and belive me it does. Tires are at the proper PSI and new last year they are Dunlop 402.
Would different tires help?
True Trac set up or simular stabilizer?
STA-BO bushing change ?

Is the rear wheel properly aligned? Are the swing arm bushings OK? I'd put that bike on a stand and check every nut and bolt, frame and swing arm too. There IS some frame flex on pre-'09 FLHs with rubber-mounted engines. Rain grooves on the freeway don't help either. Enjoy your Hog.
Depending on your situation $ wise, take it to have checked out for sure. I try not to go to the STEALER for much, I have found a shop in my area that was opened by a certified Harley mechanic that has the lowest shop fee's and such in my area that I use for everything....It has been in business now for years and is used by alot here..But don't play get it checked by someone that can tell you what is wrong, so it doesn't cause you to go down....
Look at some of the threads here on stabilizers. All pre '09 bagger frames need a stabilizer. The choice of which one is yours depending on your wallet, road clearance, & ease of installation. You only need to limit the small amount of "rear stear" induced by the rubber mount system. There are some very large threads, do a search.
None of the bikes need a stabilizer, but I believe they do reduce that wandering feeling. I don't have a stabilizer on mine.
I feel a little bit of wander only if I'm changing speed or lines while in a curve. I've gotten used to it.
I agree with RK4ME, check the bike first. Also ask you friend if it has always felt like that.
I a 2008 Ultra and had a 2005 Standard. I corner real hard in curves (metal scraping) and have the infamous wheel hop/wondering happen on most of them. It's just in the curves and with my hard driving though. Normal driving isn't a problem at all.
