Well, its not what you want to hear, but it IS normal for the idle to fluctuate some as the engine warms up, and the EFI makes adjustments to the fuel ratio as Its happening. The fact that it DOES settle down after a minute is a good sign. If It kept constantly bouncing around all the time, even after the engine is warm, then I would say you have a problem.
Every one of the 4 fuel injected Harleys I have had, My fuel injected Honda VTX, and my Mazda 3, (both of them) Ford Fusion, and Ford explorer all do/did this so some extent.
Sometimes "its normal" IS the correct answer.

Agreed. Mine has always done it. Well, not always, just when it's particularly cold.
